This question should be requiring us to count the number of lines in the cylinder. As it says on the top, read from the center of the meniscus, which is the lowest part of the meniscus.
From my counting, the first volume should be 8.5ml, since one longer graduation represents 1 ml.
For the second one, it should be 22ml, again, using the same counting method.
