A person born in any location outside the USA would need to be neutralized before they could become a citizen of the United States.

If you are born in the United States you automatically acquire Birthright citizenship. If you are born outside the USA you can become a U. S. citizen in due naturalization process. You need to meet certain eligibility requirements and go through the ten step naturalization process.
