Yes and no.

This depends from the reference state

If you are inside the earth, the magnetic field seems to be stationary and vice versa.

Also, The North Magnetic pole moves over time due to magnetic changes in earth’s core.

The rate of reversals in the Earth’s magnetic field has varied widely over time. 72 million years ago (Ma), the field reversed 5 times in a million years.
