so. m1 * m2 = -1

Slope = 1/3; pass through (4, -6)

y -y1 = m(x-x1)

y - [-6]  = 1/3 (x - 4)

y + 6   = 1/3 (x - 4)

 y + 6 = 1/3x - 4/3

        y = 1/3x - 4/3 +6      {-4/3 + 6 = -4/3 + 6*3/1*3 =-4/3+18/3 =(-4+18)/3 = 14/3}

         y= 1/3x - 14/3
