Electrons have a negative charge so when you add a negative to a negative, it creates a positive. Same thing is true when you add a negative to a positive, you get a negative. So Cl- plus 2- electrons would be Cl2+. If it was Cl+ plus 2- electrons, it would be Cl2-. Electrons will never be positive.
