Why is it dangerous to say we should go “nuke” a country if they do not have nuclear weapons? Explain.

It is dangerous to say, we should "nuke"a country because it would create that fear and paranoid feeling in those countries that, should any war breakout, they would be totally defenseless and subject to total annihilation. This would give them the impression, that they should develop their own nuclear weapons whether secretly or otherwise.
