The reason oceans and rivers are barriers are because they can prevent trade, they might form natural barriers between places, and they can be difficult to navigate across. The reasons they are roadways is because they can be used to get from one place to another very fast, can help with trading, and can get you someplace you might otherwise not have been able to reaching.
