The Soviet government supported cultural institutions to help unify the many different backgrounds in Russia; however, they also instituted strict censorship (particularly with literature and music) during the rule of Joseph Stalin. While progressive education may have been encouraged during Lenin's era, Stalin enforced a government-imposed style of culture in his territory.
